#01 - Recordar // Historia. Analizar el ámbito de intervención del presente proyecto requiere que nos hagamos la pregunta de cómo se ha llegado hasta este punto, tras uno de los procesos más complejos de transformación urbanística que se han vivido en la ciudad de Santa Cruz. La “Cuesta de Piedra” toma su nombre del antiguo camino empedrado que unía La Laguna con Santa Cruz. En este enclave marginal entre un municipio y otro se levantó en 1954 la primera vivienda modelo del total de 355 que conformarían la denominada Barriada de la Cuesta Piedra.

Las viviendas adosadas contaban con unas dimensiones mínima, insuficientes para la década de explosión demográfica en que fueron ejecutadas. La densidad poblacional aumentó exponencialmente, hasta el punto en el que en 1985 la mitad de los jardines frontales de las viviendas habían sido apropiados por ampliaciones ilegales, y un tercio de las viviendas ya contaban con 3 o más alturas. A finales de los 90s la práctica totalidad de las casas habían sido alteradas ilegalmente, dando como resultado fue un hacinamiento poblacional sin condiciones mínimas de salubridad, que llevó a la barriada a la violencia y el tráfico de drogas.


#02 Reponer // 355 viviendas. Las torres levantadas a modo de pantalla en Villa Ascensión entre 1975 y 1982 no pudieron ocultar la realidad de uno de los barrios con peor reputación de Santa Cruz, y a raíz del PGOU 92, y de la Modificación Puntual Cuesta Piedra, de 2003, se comenzó con el proceso de reposición de las 355 viviendas, liberando suelo por fases para la construcción de nuevas edificaciones, proceso que culminó en 2013 con el derribo de la última fase entre las calles Emilio Serra Rus y Cañadas. Sin embargo, el proceso de transformación no ha concluido, y nos encontramos ante el reto de dotar a este nuevo barrio con los equipamientos que necesita. En palabras de Celso Blanco, portavoz de la Comisión de Reposición Cuesta Piedra: “Ahora vamos a intentar luchar hasta donde haga falta para lograr equipamientos y zonas verdes, que es lo que realmente le hace falta al barrio”.

ACCIONES EN EL ENTORNO URBANO:

#03 Conectar // Sistemas Verdes. Conviene recordar la propuesta del PGOU-92 en relación no sólo con la barriada, sino con los sistemas generales que vertebraban la ciudad a través de sus espacios libres naturales. En este sentido se planteó el Sistema General – Parque Deportivo 04, sobre el barranco de San Joaquín, que buscaba enlazar la Cuesta Piedra con el Barrio de la Salud, conectando con el Parque de las Indias y finalmente el eje verde del Barranco de Santos. Este SGPD-04 cuenta en la actualidad con hasta 9 instalaciones deportivas y el CEIP La Salud. En 2018 se inauguró la nueva Plaza de Mamá Loli en una de las parcelas ocupadas por las 355 viviendas, en lo que podemos considerar el inicio del corredor verde Cuesta Piedra – La Salud, que debe continuar en la parcela que nos ocupa hasta el citado Sistema General.&#38;nbsp;
#04 Permeabilizar // Borde perimetral. A pesar de las posibles mejoras planteables para el SGPD-04, la parcela objeto de la presente licitación no debe quedar al margen de este sistema de corredores verdes como una isla rodeada por un vallado y una acera, sino que, al contrario, debe ser parte fundamental y potenciadora de éste, invitando a los vecinos a recorrer sus espacios en los recorridos diarios entre los diferentes barrios. Se plantean múltiples accesos peatonales a la parcela, que se plantea sin vallado perimetral en continuidad con la calle.


#05 Oxigenar // El Barrio. El ambicioso programa planteado en los pliegos, formado por 1) Polideportivo cubierto y descubierto + Garaje, 2) Centro Social, 3) Piscina cubierta + Gimnasio y Actividades dirigidas, conlleva a priori a colmatar los 7.931,14 m2 de la parcela, con la consiguiente dificultad para añadir espacios libres, zonas ajardinadas y arbolado, zonas estanciales o juegos infantiles. Cabe recordar la exigencia del PGOU-05 para los equipamientos deportivos, que han de contar con un mínimo de 25% de superficie para ajardinamiento y arbolado. La presente propuesta cuenta con un 60% de espacio libre para paseos, espacios ajardinados y arbolado.


#06 Superponer // Usos al aire libre. Al encontrarnos en un espacio de centralidad del barrio, el objetivo principal de la presente propuesta radica en el equilibrio entre las actividades deportivas y la generación de un espacio público de calidad, con el equipamiento deportivo planteado en los pliegos que ocupará el 40% de la parcela, liberando el 60% restante para la dotación de un gran espacio ajardinado y arbolado. Para hacer esto posible, se superponen las instalaciones deportivas al aire libre sobre la cubierta del nuevo edificio, aprovechando el desnivel de la parcela, que permite su accesibilidad universal a través de una pasarela de entrada desde la calle las Cañadas, en la cota superior.


#07 Concentrar // El programa. Se ha optado por concentrar los usos requeridos en una única pastilla edificada junto a la calle Emilio Serra Rus, frente a la edificación pantalla de Villa Ascensión, -que durante décadas dio la espalda y bloqueó las vistas a la barriada-, para liberar el resto de la parcela, pero también para optimizar el funcionamiento de estos usos. Este nuevo espacio libre se proyecta en dos plataformas con ligera pendiente del 4% que potencian el recorrido norte-sur entre las calles José Antonio Escuder y Jose Luis de Miranda, conectando la Plaza de Mama Loli con la Parroquia de San Juan Evangelista. A lo largo de este recorrido nos encontraremos rodeados de vegetación, en un ambiente lúdico, con actividades como la escalada, el ping pong, y las canchas deportivas coronando el espacio.


#08 Visibilizar // Perspectiva de género. Es parte fundamental de la propuesta el “monitoreo social”, como herramienta para mejorar la percepción de seguridad en el espacio público. Para conseguirlo, la posición en cubierta de las canchas deportivas contribuye a dicho control, al contar con actividad continuada a una “cota de vigilancia”, que, con la propuesta de iluminación general del espacio, generará un espacio de convivencia seguro para todos los públicos.


ACCIONES EN EL EQUIPAMIENTO:

#09 Acceder // A los usos. Se mejora el funcionamiento de los accesos principales, que se agrupan tanto para la piscina como para el polideportivo, que distribuyen los recorridos en vertical para los usos de gimnasio y actividades dirigidas sobre la piscina, así como hacia la cancha polideportiva cubierta, sus vestuarios y garaje en planta sótano.


#10 Elevar // La vista. Es notorio el bloqueo visual causado por el edificio pantalla de Villa Ascención hace algunas décadas. Sin embargo, este perjuicio se toma en la propuesta como una oportunidad, al abrir nuevas visuales hacia el mar en la esquina sureste, de las que disfrutarán tanto el Centro Social como las canchas de cubierta, y, por otro lado, la imponente vista de la cordillera de Anaga, que será visible desde los diferentes usos de la piscina e igualmente la cubierta y el espacio público al aire libre.


#11 Optimizar // Recursos. Al concentrar le programa en un edificio muy compacto se minimiza la superficie total de fachada, y se optimizan los consumos climáticos del edificio. La intervención no requiere de grandes desmontes ni aportación de tierras de relleno. Al posicionar la edificación en la cota inferior se evita el gran desmonte que habría que realizar para situar una edificación y sus sótanos junto a la calle Cañadas, con el consiguiente ahorro económico y de tiempos de ejecución. La estructura del edificio se plantea principalmente en acero, mediante cerchas de gran canto para salvar las luces de 30m.


#12 Tamizar // Luz y ventilaciones. El nuevo edificio se plantea con un sistema de fachadas a base de pieles de policarbonato, vidrio y chapa microperforada, que permitirá un control solar de los espacios, así como propiciar la adecuada ventilación natural entre fachadas opuestas. Este control de la luz y ventilaciones naturales reducirá el consumo energético global del edificio.


#13 Abrir // al espacio público. La fachada, totalmente permeable, se abrirá en determinadas localizaciones para propiciar la apropiación del espacio público circundante, condición que aumentará las posibilidades de uso del edificio, que entre otros, será la sede de entrenamientos del CV Cuesta Piedra, de la primera división nacional.

 Premio Arquitectura Accesible 2024!
La familia Carta nos dejó su Palacio como una joya del patrimonio arquitectónico de Santa Cruz, pero su apellido dejó de habitar la casa en 1853, cuando su uso cambio al de Capitanía General de Canarias y posteriormente a la sede del Gobierno Civil desde 1890 hasta 1942, cuando el Banco de Crédito Español compra el edificio para realizar una profunda reforma, convirtiéndose ese en el cuarto uso que alberga el inmueble.Esta reforma de 1952, llevada a cabo por el arquitecto Enrique Rumeu modifica elementos del diseño original del palacio -justificándose en la inminente ruina- además de proponer nuevas soluciones estructurales y aportar elementos decorativos de su propio repertorio. Los arquitectos coincidimos en que esta intervención, sumada a la sucesión de cambios de uso del edificio, resultan en que sólo algunas partes de la edificación sean originales, mayoritariamente en la zona de la fachada a la plaza, y por tanto de indudable valor arquitectónico y arqueológico.La adaptación del Palacio de Carta a un nuevo uso, -el de Oficina de Información y Turismo de Santa Cruz de Tenerife- supone un gran reto para los profesionales encargados de redactar esta propuesta. Pues podrá existir un alto consenso en la mayoría de elementos a conservar, o a retirar. Pero habrá menos coincidencias en otros elementos, y especialmente en cómo llevar a cabo la integración de los nuevos usos requeridos dentro de la edificación histórica.Los seis movimientos:Nuestra propuesta se articula en seis movimientos organizados en una manera de actuar que en este orden; identifica, respeta, evalúa y restaura los elementos que deben ser protegidos y los pone en valor. Estos elementos a proteger no sólo serán aquellos originales de la edificación de 1742, sino también los añadidos posteriormente y que sean evaluados positivamente como parte intrínseca de la historia del palacio. Citando un ejemplo, el mármol rojo de Alicante o el blanco de Carrara añadidos en 1942 son elementos que creemos deberían eliminarse por no ser consistentes con el estilo, ni con los materiales locales empleados originalmente, como sí lo son la piedra basáltica o la madera de pino canario que encontramos en la edificación original. De esta manera, respetando el articulado de la Carta de Venecia de 1964 sobre actuaciones en el patrimonio arquitectónico, se enfatizará el contraste entre estos elementos existentes a respetar y valorar. Mientras que los nuevos elementos propuestos se entenderán como necesarios para el nuevo uso, y que a su vez serán elementos “temporales”, entendiendo la temporalidad como la extensión de tiempo hasta que el palacio acoja su siguiente uso, en 5, 10, o 20 años.1. Visibilizar. Antiguamente el Palacio de Carta, por su altura, era la edificación dominante en el espacio público, pero en la actualidad su presencia, especialmente al acceder desde la Plaza de España, es muy escasa. No existe ningún elemento protuberante que invite al turista a acercarse al edificio si no se tiene conocimiento previo de su localización. Por esto, se proponen una serie de elementos de mobiliario público como bancos a ambos lados de la entrada, arbolado de pequeño porte en macetero, o pendón vertical en los límites de la fachada para publicitar las actividades turísticas ofertadas.2. Transmitir. La antigua Plaza de la Pila se encontraba 1,5m por encima de la rasante actual, teniendo el acceso al mismo nivel hasta el patio principal. El hecho de modificar la rasante provocó una extensión en la base de la fachada, extendiéndose los sillares de basalto para encontrarse con el nuevo nivel, siendo el Palacio de Carta la única edificación superviviente de la época en la que la plaza estaba en este nivel superior. Entendemos que ésta es una historia de nuestra ciudad que precisamente el edificio, como punto de información, debería contar per se. Proponemos pues un elemento visual y efímero que dibuje esa línea del nivel antiguo en la fachada.3. Recuperar. Debido a los cambios de uso del edificio, y de nivel de la plaza, la entrada es el elemento de la fachada que más modificaciones ha sufrido. En la reforma de 1952 se rebajó la altura del dintel de la puerta de entrada para alojar sobre ella la placa de mármol con el nombre de la institución bancaria. De este modo la proporción del hueco de la puerta no guarda relación con el resto de la fachada. Además se retiró la puerta de madera de pino canario sustituyéndose por una puerta y ventanas en reja de fundición de hierro. Nuestra recomendación es que estos elementos se recuperen a su estado anterior a 1952, por un lado recuperando la altura de la puerta alineada con las ventanas, y en segundo lugar recuperando la imagen original de la puerta, de la que contamos con documentación gráfica y de la que se podría realizar una re-interpretación utilizando técnicas de fabricación modernas. Este tipo de fabricación digital se ha utilizado con éxito en las puertas de la reciente ampliación del Museo Victoria and Albert, por el estudio Amanda Levete Architects (AL_A) con el que actualmente colaboro en Londres [1].4. Adaptar. En el zaguán de entrada proponemos retirar el mármol rojo de Alicante y el blanco de Carrara, que no guardan relación alguna con la historia de la edificación previa a 1952, así como el escalonado lateral junto a los peldaños, sustituyéndolo por el mismo basalto que encontramos en la fachada. El edificio deberá ser accesible para personas de movilidad reducida. El ya mencionado desnivel entre el patio principal y la rasante de la plaza está actualmente salvado por diez peldaños en el zaguán. Con la intención de no alterar en absoluto la configuración original de la primera crujía (entendiéndose por ésta el zaguán y ambas habitaciones de la planta baja), se plantea un innovador sistema de escalera retráctil con elevador oculto desarrollado por la empresa inglesa “Sesame Access”. Este sistema se empleó con éxito en la entrada principal de la Apple Store de Birmingham, inaugurada en Septiembre de 2016 en un palacio histórico de 1872, obra dirigida por el estudio londinense Mark Pinney Associates, con el que he colaborado en los últimos 4 años, siendo visibles sólo los peldaños de piedra, y ocultando todo el mecanismo automatizado de plataforma elevadora. [2]5. Recomponer. En el interior se propone retirar el lucernario y cubierta del patio secundario, así como recuperar el nivel original de este patio, que antiguamente se encontraba por debajo del patio principal. Estos elementos fueron añadidos y alterados respectivamente en la reforma de 1952 con la intención de reconvertir el patio canario en zona de oficina para la sucursal bancaria. De este modo, no sólo se perdió el patio secundario –ahora llamado “traspatio”-, sino que también se perdió su relación con la fachada de Bethencourt Alfonso, dando completamente la espalda a esta calle. Al recuperar la cota original del patio secundario, esta fachada disfrutará de ventilación y luz natural a través de éste al mismo nivel de la acera, creándose un gran valor añadido en este espacio. Se plantea para esta zona la creación de la cafetería y posibles locales comerciales que justificarían económicamente esta operación.6. Acabar. Para dotar de un nuevo uso al edificio, se seguirán una serie de estrategias en cuanto a elementos a recuperar y elementos a retirar. Por un lado, todo el pavimento de la planta baja, de nuevo, mármoles de Alicante y Carrara añadidos en 1952 serán eliminados. De esta manera, estudiará cual es la condición de los forjados existentes, y qué vestigios quedarían de la madera original de los pavimentos interiores. Por tanto, se proponen dos estrategias, una para las zonas exteriores, en las que se propone un pavimento de piedra basáltica, cortada y tratada con técnicas de corte y gravado digital para evidenciar su nueva fecha de implantación. Y por otro, se propone un pavimento de madera en las estancias interiores que recupera el acabado previo a 1952 (entonces las losetas hidráulicas se sustituyeron por el mármol), con nuevas geometrías y patrones a estudiar en una siguiente fase de esta propuesta. En cuanto al mobiliario se proponen una serie de elementos muy funcionales que para nada compitan ni resten protagonismo a las piezas de mobiliario original que puedan mantenerse, como pueden ser los armarios y puertas originales, así como el planteamiento de la recuperación de elementos como las “Puertas del Oratorio” (que actualmente se encuentran en el Museo de Bellas Artes de Santa Cruz), que deberían formar parte del conjunto histórico que intentamos recuperar.El Palacio de Carta nos invitará entonces a formar parte de su historia, con una imagen renovada pero muy respetuosa con su pasado, y nos ayudará a entender los cambios no sólo de su propia arquitectura, sino también a contarnos la de nuestra ciudad como testigo inmueble durante los últimos 275 años.Texto extraído de la propuesta presentada a concurso en Diciembre de 2017.

La propuesta de estabilización de la Casa del Inglés se ha desarrollado en base a 3 principios que se han considerado importantes:

- Seguridad. Afianzar las estructuras del inmueble de una manera eficaz y no excesivamente compleja mediante un sistema de estabilización estandarizado, que a su vez dote de seguridad al personal de la instalación.


- Reversibilidad. Proporcionar una solución de apeo lo menos invasiva posible, tanto estéticamente como constructivamente, donde prime la estabilidad del inmueble, pero también su visibilidad y su integridad como bien histórico. Se ha establecido como premisa de partida la prohibición de perforaciones, trépanos que impliquen un carácter destructivo de los paramentos.


- Flexibilidad. Proponer un sistema modular, ligero y lo suficientemente flexible para poder adaptarse a las diferentes situaciones geométricas y estructurales del inmueble, así como adaptarse a situaciones sobrevenidas donde sea necesario reforzar el apeo puntualmente o modificar lo inicialmente planteado.

Bajo estas premisas, la solución planteada se basa en un sistema de andamio tubular multidireccional de acero galvanizado como estabilizador de muros y cimbra, cubiertas y elementos horizontales, así como de entibación de huecos. A diferencia de otras soluciones de estabilización de fachadas realizadas mediante perfilería de acero laminado, el apeo mediante estructura de andamio permite trabajar con elementos ligeros cuyo impacto visual es significativamente menor, además de cumplir con los principios básicos de la propuesta expuestos anteriormente. Por otro lado, se ha calculado la estabilización considerando los apeos como “topes” a un lado y al otro de cada muro que, trabajando conjuntamente, evitan el vencimiento de los mismos sin amarrar los paramentos y sin realizar perforación alguna, acción que, dada la pérdida de argamasa de éstos y su inestabilidad interior, implicaría un riesgo mayor. Por lo que, en definitiva, el sistema de estabilización no afecta a la integridad constructiva e histórica de los muros, siendo una solución completamente reversible en el tiempo.Proceso de ejecución.

Al tratarse de un inmueble de gran importancia patrimonial, resulta imprescindible establecer la obligatoriedad de realizar un seguimiento arqueológico de toda la ejecución en las labores de limpieza, desbroce y movimientos de tierras a realizar previa y durante la instalación de los estabilizadores. Todo el material pétreo procedente de derrumbamientos anteriores y dispuesto en las cercanías de los muros del inmueble deberá ser clasificado y acopiado debidamente, a fin de poder ser reutilizados en caso de requerir una reconstrucción o consolidación puntual. Dicho seguimiento arqueológico deberá finalizarse con un informe de supervisión detallado y firmado por personal titulado en arqueología.Será igualmente relevante la obtención de muestras de los materiales empleados en la construcción de la casa para determinar el tipo de piedra y procedencia (basalto, arenisca, caliza), tipos de madera y estado de conservación, morteros empleados, capas de pigmentación de las fachadas y muros interiores. La obtención y el análisis de estas muestras deberá ser supervisado por una persona especialista en restauración.

Con el objeto de verificar desplazamientos estructurales con respecto a 2017, así como para documentar con precisión el estado del inmueble a fecha de hoy y realizar un seguimiento preciso de su evolución, se realizará un nuevo escaneo 3D mediante nube de puntos. Asimismo, se deberán disponer testigos de yeso en las grietas existentes para realizar un seguimiento periódico de las mismas.


Debido al riesgo que supone trabajar en la propia estabilización del inmueble, se plantea un proceso de ejecución dividido en 5 fases que deberá respetarse con minuciosidad. Se detalla el proceso a continuación:


Fase A. Trabajos previos en exterior:

a.a. Ejecución de escáner láser 3d con toma de fotografías 360 para registro geométrico previo a la intervención. (Fase 1 - exterior).

a.b. Limpieza y desbroce del perímetro exterior de la edificación con supervisión arqueológica.

a.c. Retirada de mampuestos y otros elementos derrumbados, con catalogación rigurosa y acopio. Supervisión arqueológica.

a.d. Instalación de testigos de yeso con fecha para seguimiento periódico.


Fase B. Estabilizador exterior:

b.a. Excavación exterior (28 cm) para ejecución de estabilizador de fachada con control arqueológico.

b.b. Instalación de estabilizadores de fachadas exteriores.

b.c. Nota: No se realizarán perforaciones en los muros existentes.


Fase C. Trabajos previos en interior:

c.a. Inspección interior y revisión del plan de seguridad y salud, si procede.

c.c. Eliminación de riesgos, apuntalado preventivo y delimitación de zonas
seguras de paso y trabajo,

c.d. Llimpieza y desinsectación con supervisión arqueológica

c.e. Ejecución de escáner láser 3d con toma de fotografías 360º para registro geométrico previo a la intervención (Fase 2 - interior).

c.f. Instalación de testigos de yeso con fecha para seguimiento periódico.


Fase D. Estabilizadores y cimbras interiores:

d.a. Instalación de cimbras y estabilizadores en muros interiores.

b.c. Nota: No se realizarán perforaciones en los muros existentes.


Fase E. Estudio y análisis para intervención posterior:

e.a. Evaluación constructiva y estructural de los diferentes sistemas mediante ensayos no destructivos, toma de muestras y análisis en laboratorio, con informe de especialista en restauración:

e.a.a. Sistema lignario: maderas de armar y carpinterías.

e.a.b. Sistema pétreo: mampostería, sillares, ripios.

e.a.c. Acabados: morteros, pinturas y cerámicas.
